Novel/new psychoactive substances (NPS), also known as “legal highs”, are the name for a range of substances that first emerged in the 2000s. They are synthetic drugs, entirely lab-made, and created to mimic the effects of established illegal substances such as cocaine and ecstasy.

Common types of NPS’s are synthetic cathinones, also known as spice and synthetic cannabinoids, designed to mimic THC found in cannabis.

They are known as legal highs because originally, they were chemically different enough to not be controlled under the Misuse of Drugs Act, making them technically legal.

Due to rising use and concerns around the dangers of these substances, in 2016 the Psychoactive Substances Act came into effect, which was a blanket ban on legal highs. Despite the action taken, deaths related to NPS’s increased by 222% after the 2016 ban, with use of them amongst homeless people especially persisting.
